Partnerships with Institutions of Higher Education

Goal

This professional learning module, about partnerships with institutions of higher education (IHEs), will provide information on how Comprehensive Literacy State Development (CLSD) grantees can develop mutually beneficial partnerships with IHEs to support local education agencies (LEAs) and regional service centers as they work to improve literacy. The information presented below was informed by CLSD grantees’ experiences, but the resources and discussion guides are relevant to all educator groups seeking to build partnerships.

Objectives

After using this module, participants will understand:

  • The continuum of establishing, sustaining, and evaluating CLSD grantees’ partnerships with IHEs.
  • The components of a successful CLSD–IHE partnership.
  • How CLSD grantees partner with IHEs.

Methodology

The Comprehensive Literacy State Development (CLSD) program awards state education agencies (SEAs) funds to advance literacy skills—including pre-literacy skills, reading, and writing—using evidence-based practices, activities, and interventions. An allowable state-level activity under the grant includes partnering with IHEs to strengthen preservice coursework and review and update licensure and certification standards in the area of literacy instruction in early education through grade 12. To help gain an understanding of CLSD grantees’ partnerships with IHEs, the CLSD data team sent a survey to all current CLSD project directors. Several respondents were selected for brief interviews. From the survey responses and interviews, two findings emerged:

  • When CLSD grantees and IHEs form partnerships, their knowledge and skills are complemented and align with the goals and requirements outlined in the CLSD notice inviting applications (NIA).
  • The primary foci of these partnerships span three categories, as shown in Exhibit 1.

  1. Literacy Development
    • Create a reading resource repository to support evidence-based curricula.
    • Increase understanding of evidence-based literacy practices among educator faculty members, mentor teachers, and student teaching placements across programs.
    • Provide resources for district-level implementation of evidence-based literacy practices.
    • Integrate evidence-based practices into IHE courses for preservice teachers and district curricula.
  2. Communities of Practice and Professional Learning
    • Offer continuing education, literacy endorsements, and literacy coach endorsement.
    • Create a community of practice (CoP) to collaborate and review evaluation data.
    • Conduct book studies.
    • Produce literacy-focused webinars.
    • Augment IHEs and educator preparation programs to ensure alignment with evidence-based literacy practices.
    • Train preservice teachers.
  3. Assessment and Evaluation
    • Develop a question bank to assess educator effectiveness and literacy progress.
    • Provide program evaluation data.
    • Collect program-specific assessments.
    • Engage in research and evaluation efforts.
