State Literacy Plan Resources

The development of State literacy plans (SLPs) defines States' approaches to comprehensive literacy instruction. In 2023, the CLSD National Literacy Center expanded support to State educational agencies (SEAs) that do not currently receive a CLSD grant. The Center helps SEAs to develop or enhance SLPs and support local educational agencies (LEAs) and communities in promoting equitable access to high-quality literacy instruction and materials for every student.

These resources are designed to guide SEAs through the SLP development or revision process.

SLP Starter Kit

This starter kit, published in five phases, provides guidance, tools, and resources for SEAs on preparing, understanding, writing, and disseminating an SLP. The SLP Starter Kit includes the following phases:

  • Phase One: Preparing to Develop or Revise an SLP discusses the work that needs to be completed before writing an SLP.
  • Phase Two: Understanding SLP Components contains information about the components and elements that can be included in a comprehensive SLP.
  • Phase Three: Writing an SLP discusses how to select and organize the components and elements of an SLP.
  • Phase Four: Dissemination discusses best practices in disseminating an SLP.
  • Phase Five: Implementation includes information on best practices for implementing an SLP.

SLP Self-Assessment Tool and User Guide

The SLP Self-Assessment Tool is designed to help SEAs who wish to revise or enhance existing SLPs. The tool includes nine overarching components commonly found in an SLP, with guiding questions and a developmental scale to help SEAs assess the comprehensiveness of their SLPs. After completing the self-assessment, SEAs can review the SLP Starter Kit and the What Works Clearinghouse1 for evidence-based resources related to literacy.

Webinars about technical assistance for non-CLSD SEAs to develop or revise their SLPs were held on January 8 and 11, 2024. During the webinars, the CLSD National Literacy Center presented newly released SLP publications, the SLP Starter Kit: Phase One, and the SLP Self-Assessment Tool and User Guide.

Writing an SLP With Guidance from Starter Kit Phases Two and Three

The webinar about Writing an SLP with Guidance from Starter Kits Phases Two and Three was held on April 10, 2024. During the webinar, the CLSD National Literacy Center presented its recently released SLP resources, Starter Kit Phases Two and Three about writing an SLP, and provided real-world examples of each SLP component from CLSD grantees’ SLPs.

Dyslexia and SLP Implications

The webinar titled Dyslexia and SLP Implications was held on May 8, 2024. During the webinar, the CLSD National Literacy Center presented an overview of dyslexia, identification of dyslexia, eligibility for support services, State literacy initiatives to address dyslexia, and implications for SLPs. This presentation included a handout overview of SLP implications for dyslexia.

Resources Icon Resources

The following resources have been curated especially for SEAs developing or revising their SLPs. This section includes resources such as policy and guidance documents, products, research, and tools relevant to the four stages of SLP development: initiation, development, dissemination and implementation, and reflection.

  • Initiation: In this stage, the SEA lays the groundwork for an SLP by forming a State literacy team, creating a timeline for plan development, and conducting background research. The SEA also identifies data, evidence-based resources, legislation, and State priorities.
  • Development: In this stage, the SEA outlines the SLP and then drafts it. SEA staff members engage stakeholders to receive feedback on the SLP and, as a last step in development, make revisions based on that feedback.
  • Dissemination and Implementation: In this stage, the SEA designs and executes best practices around communication and outreach related to releasing and implementing the approved plan.
  • Reflection: In this stage, the SEA reviews an existing plan to identify missing elements, as well as strengths, and then updates or revises the plan to make it more current, increase relevance at the local level, and facilitate future implementation.
